i hate how people always say talk to them about it! she won't admit she fucking lies when i tell her. then when she tells a lie like the dog thing she says something like "it's a fucking joke omg you take everything so fucking seriously."

Try to look at it from her angle. Maybe she lies about everything, but why? Maybe she likes the attention from her lies because she doesn't get enough at home. Every reaction has a cause. Maybe you should talk to her about it. Talk to her about WHY she lies a lot. Sometimes...that's all you should do as a friend.
