You need to tel her that (contract) and if she doesn't comply then she's going to have to find another place to stay. You should risk getting into legal problems because she's breaking the law. It's not your fault.

A contract would probably work though she may be weary of signing it. Maybe you could have someone else talk to her. Someone you know she'll listen to or at least listen to long enough to get her act together.

If she can't pay bills ontime, keep the place clean, keep her friends in order, and is bringing foster kids into the house illegally then she shouldn't be living there. You should probably talk to her because if the police did come you could both get into trouble.
