I wish I knew how to help... I've also been struggling with my weight, thought not too seriously since it's only even noticeable to me, but the only way I ever lost weight was by being bulimic for about two weeks and I lost ten pounds and didn't gain it back. That was a few months ago and I'm actually kind of starting up again. I know it's unhealthy and I rarely did it and it still became like an addiction for me. If you starve yourself or purge, you're going to get addicted to it too, and trust me it's an awful feeling. It's better just staying at the same weight.

"I try exercising and eating right, but I can't do it and it never works for me."
That's not true at all, you're just talking yourself down. Everyone can eat healthy and exercise, it's just a huge change.

You say you've starved yourself before and lost weight, yet you're back here, wanting to lose weight again, so you can see the obvious problem there- that's a short term solution and you'll revert back eventually. And if you keep losing and gaining back the same 10-20 lbs, that can make your breasts saggy and create a lot of excess skin. You're only 16, but that will catch up with you.

I disagree that you shouldn't set time lines. You need goals, realistic goals, like 2-3 pounds a week. If you meet your goals, keep up the good work, but if you don't, that will give you an indication that there is something wrong with your plan that isn't working.

    you need to eat healthy.
    control is key.

don't set dates or anything. timelines and pressure creates stress which makes it harder.
think healthy. and try to be as stress-free as possible.
