What I normally do is walk up to someone and I'm like "do you want to be best friends forever?" With a really creepy grin. If they say no I walk away and cry, if they say yes it's a bonus and I jump on them. You should try it. :D
If online, just stalk and be like "Oh yea I like that band too, wanna be best friends forever?" With this smilie:

and they will be all like "hell yeah I do" but if they don't reply be like "I'm too sassy for you anyway"
