From what I've read, I heard that in an update they actually lowered the chance of having mermaid babies regardless of whether one parent or both are mermaids. Both of my sims were mermaids with the fertility treatment, yet she gave birth to two normal babies.
As far as I'm concerned, seafood and normal food doesn't effect chances of giving birth to mermaid babies, or any occult for that matter. Only watermelons and apples influence anything during pregnancy, and that's the gender. :)
