Not sure if you're big on CF/vegan makeup so I'll just suggest the non-CF options.
Clinique has an All About Eyes eye cream that you can buy a small jar of to try out or ask for a sample at the counter.
Color correct the darkness with a peach/salmon corrector (Bobbi Brown has one, for example) before you apply concealer. LA Girl Cosmetics added lighter shades of concealer to their expansive range so it might work for you. (My fave concealer haha.)
If not, Maybelline Face Studio Master Conceal in fair or light; Rimmel concealer (lasting perfection or fit me; fit me concealer has microshimmer particles to brighten up the eye area).

You should check out BB/CC creams! They're good for your skin and act as a foundation. I actually use this serum thing (BB cream but called something fancier) from Bare Minerals called Pure Brightening Serum Foundation, and I use it as both a foundation and concealer. It works pretty well, even on my eye bags
