We have but at this point it's so out of control that a cheap lawn mower is going to be more work to get it done than it's worth, honestly, unfortunately.

I thought you and your neighbor got into a huge fight or something and now your neighbor is plotting something?! :O Have you tried looking online for some cheapish lawn mowers? Some people might sell theirs for cheap. Not like $1 or anything but maybe for like $30 or something.
