I have no experience with social media stuff (so everything I have to say should be taken with a grain of salt), but I do think you’re right. It does seem like he’s scrolling your instagram and liking what he sees in more ways than one if he’s doing that. I mean, I’ve done that to guys I liked and only to guys that I liked. The only other reason I would like people’s photos from way back is if we’re friends and we just got each other’s social media information (so maybe that’s it?).
I think you shouldn’t say anything unless he starts getting flirty with you. Which, like you said, would be him sending you an inappropriate message.
Hopefully, this is nothing more than a friend liking a friend’s pictures. But you can never be too sure
