1) It's technically neither -- it's a trade school. Trade schools, including arts schools, are classified differently, even though they often offer degrees like colleges, so it's hard to group them like that. You would need to go through the usual college admissions process in order to attend, but you would graduate with a diploma, not a college degree (like a Bachelor's).

Be sure to note that there are several film-related courses, including Film Writing, Film Makeup, Film Production, and Film Acting. You will need to narrow down your interests in order to pick the program that would best suit you and your needs. Once you do that, you can find your particular program's :)
I guess And, with all of that in mind, also realize that no degree will guarantee you a job or a career in the film industry. The best a filmschool can do is to teach you some theory, history, and give you a little physical production experience. After that, it will be your hard work, determination, enthusiasm, passion, and perseverance that will be the key to your success. Take the formal education and build on it by volunteering to work on other local productions of any kind.

Every practical real-life situation will teach you something that you will carry with you to the next experience. And as you reach out in that way, you'll also be meeting people and building your network. And it is through those personal relationships that careers are made. :P
