It's not too hard to make CSS layouts. Basically, when I started making CSS layouts, I got a code that someone else did, and modified it, to look how I wanted. Basically, I played around with a code for about an hour until I figured out what everything did. Do you know about hex color codes (such as #000000 and #ffffff???)? Because basically, to modify the code, you just change around the colors and change the urls of the images used. I use photoshop to make my images and then upload them using imageshack or photobucket and then I slot the links in to where the previous ones were.

But if you're talking about HTML layouts, like the profile layout that I have, well that's a different story. If you know html, then you can do it, but it is difficult. But yes, there are websites which can help you with that (and there are also some for CSS). When I was making my profile layout, I searched in google about how to position stuff.

Another way you could make an HTML code for your layout is to go to my page and right click and 'view the page source' option and then use my html code as a guide (but I only recommend that if you're good at reading html).
