1) As far as I'm aware, the whaling ships are in international waters, where there ARE no laws.
2) The people who are fighting the whalers are guilty of piracy, illegal boarding with intent to harm, and unprovoked assault. Had they done ANYTHING within two miles of a nation's coast that they do in international waters, they would be arrested, tried, probably convicted, and-depending on the country-maybe put to death.
