Thalia is an eighteen year old girl from the wealthy Giroux family, a family who helped found the new government in 2057. She has spent her entire life locked up in a mansion due to her father's overprotective nature after her mother was executed for treason. She is innocent, naive, yet brilliant. Her understanding of complex matters is great, but her understanding of social cues is subpar. She has a habit of sticking her nose where it doesn't belong, and her curiosity tends to get her into trouble. However, she has an entourage of intimidating people willing to protect her.

Nathaniel Giroux is the eldest member of the Giroux family. He assumed the Board position of Reeducation at 19 years old after the passing of his father. He married university student, Amelia McQueen, when he was 21 years old, and she gave birth to their daughter, Thalia, just two years later. Three months after birth, Amelia was found to be a founder of the rebel movement, "The Freedom Fighters," and put to death. In an attempt to keep his daughter safe from scrutiny and prejudice, Nathan destroyed her records and pronounced her dead. He has kept her locked up in their mansion on the edge of East London ever since.

Sophie Giroux is the younger sister of Nathaniel and a school teacher. She once looked up to and adored her older brother, but he shut her out after the death of his wife. She has gone years and years attempting to contact him, writing letters in hopes that one day he would respond. While walking her dog, she passed her brother's house and spotted Thalia, her niece, peeking from the upstairs window. Sophie has tried to initiate contact with her niece, despite her older brother's wishes. She is quiet, meek, and shy, though a quite caring woman.

Avery is a hardened, impoverished criminal from West London. What his job entails, nobody's really sure, except that he's damn good at what he does, and he's dipped into every illegal ring at least once. After spending a stint in prison, he was hired by the Brotherhood to perform dangerous and risky tasks (as well as buy groceries for one of the leaders, but that's not something he generally likes to discuss). After meeting Thalia Giroux in the woods, he can't seem to escape her and reluctantly takes the girl under his wing, proving to be one of her only mentors helping to guide her through a strange and unforgiving world.

Alex Devlin grew up in West London and attended school there, though it has been clear to anyone that knows him that Devlin's brain wasn't made for just following the herd. What some would call a certified genius, Alex was devastated to find out that his education ended when he turned fifteen, and his parents handed him two options: military or employment. Alex turned to employment at the government-funded Liberty Market, working as a cashier. Bored with what his life had become, he began buying books from the Black Market, which eventually pointed him toward the Brotherhood. Within five months, he rose through the ranks and grew close with the leaders. When he was sent on his most important mission yet, stealing files from Nathaniel Giroux, he found Thalia instead and decided to kidnap her.

Sam Cassidy is the eldest son of infamous rebel genius Landon Cassidy, one of the three who formed "The Freedom Fighters." He was abandoned at 7, left to grow up with his mother and younger brother, Dean, but Sam always made it a point to follow in his father's footsteps, determined to live out his legacy. At the age of 21, Sam approached his brother with the idea from the Brotherhood. He hid out in the abandoned metro tunnels, beginning to live down there. To call Sam a hermit would be an understatement; despite his shy nature, Sam is a genius in every sense of the word. He just doesn't know how to socialize, but he's trying to work on it.

Harley Sweeney is an escaped fugitive. She earned her top-ranking spot in the Brotherhood the hard way: she and her squad were captured but managed to escape the interrogation center before anyone died. Now, she spends her time living in the tunnels with her team, and when she isn't running missions, she's crawling West London pubs and drinking her misery. She's the resident Irish bad ass, and she takes Tali out to train and prepares her to fight for her life.

Dean Cassidy is a 24-year-old military prodigy and also the second leader of the Brotherhood resistance. Unlike his brother, Dean didn't take well to his father's abandonment and did everything in his power to break free of the Cassidy reputation. He joined the military and suffered harsh training for a year, eventually growing to be highly regarded by the League and Commander Conor Kennedy. Following Conor's death, Clinton Kennedy grew very impressed with Dean and is looking to put him on the Board, unknowing of the fact that Dean is a rebel spy. Dean is known for never sticking to the plan and making things up as he goes along.

Chandler Jacques is a famed French fashion designer and Dean Cassidy's best friend of seven years. He is seemingly unaware of Dean's involvement, though he may know more than he lets on. Jacques is a youngest son of the Jacques banking dynasty, a family that helped to found the League. His older brother, Remy, is the Head of Finance, though Chandler seems to hold disdain for the League and their artistic oppression.
