You mean the official comment swap feature on the stories page? That's currently being worked on by Dujo because a lot of users have encountered glitches that prevent them from receiving new stories to comment on.
If you'd like to comment swap, the best way to go about it right now is either post a blog or post in the Comment Swap thread in the forums.
