^ Although I think, with your features, face shape, and hair texture and type, you could definitely pull of short hair, I think you should keep it long. Every time when I began growing my hair out, I'd get bored or frustrated with it and just chop it off, and always regret it. Not saying you'd do the same, but I say keep it long until you know for sure you want to chop it all off, especially since you've waited so long to grow it out.
Now, I don't know what exactly what you want help with but I'll suggest what I think based on the picture...
I don't know when the last time you got your haircut was, but it looks like you definitely need your layers evened and shaped up a bit and ask your stylist to just "give it shape". You don't need to be specific; if he/she is a quality stylist, they'll know what you mean. I'd also recommend some face-framing layers, probably razor-cut or point-cut, and shorter (but not short) layers on top, gradually getting longer. If you do not cut your hair at all, aside from monthly trims, than once it gets a bit longer (3" - 4", if you plan on growing it that long), I would go to your stylist and begin asking for "cascading long layers". Easy to maintain and work with, universally flattering, and never boring.
Another thing that is very subtle, but has a big impact, is getting the hair around your face lightened just a few shades, not more than three. This will brighten as well as open up your face. That is only if you're okay with coloring your hair, of course.
And also, definitely keep the side swept bang. Not only is it very flattering on you, and pretty universally flattering, it's also really hot right now, so you're one step ahead. :)
